[Soc-2017-dev] Package Manager: evaluation

Hello all GSoC'ers,

Ellwood has passed the first evaluation of his Package Manager
project, albeit with a warning to speed up development. Please give
him a hand when he's asking questions (his alias is gandalf3 on IRC)
and his mentors (Moguri and me) aren't around. That way we should get
a really nice package manager at the end of this summer.
