[Soc-2012-dev] UI Tasklist update

Ton, concerning my floating buttons proposal:

I don't intend to work on this immediately. My current work is on approved
todo items. The review and approval process takes some time, and I would
like feedback and debate to begin now so that by the time I'm approved to
work on it, my proposal will also be approved. To that end I would like it
visible to the wider Blender audience, not just the students and mentors on
this list.
