[Bf-webcontent] Runs out of box?

If this is a potential bug in the software, or in its packaging on some 
platforms, why it is discussed here..?

It's not about the web content.

Just because the website says how Blender _should_ work (out of the box) 
does not mean that line should be removed or changed to, eg,
"blender runs out of the box, well..most of the times". Otherwise, the 
same could be said for every feature that has bugs.
