Hi Leon,

That's simply because the relevant msgid in both chinese's po's is 
marked as fuzzy (goldish color in poedit, for example). Fuzzy strings 
are not taken into account when creating the mo file. All you have to do 
is edit it (think it's no more in sync with current blender) and remove 
the fuzzy mark/comment (fyi, the relevant msgid starts with "Editor 
type: %t|3D View %x1|%l|Timeline %x15" etc.). :)
