Yeah, to be honest, putting textures under each parent tab doesn't  
really mesh well with the idea of using textures for other things such  
as brushes or modifiers.

Perhaps that idea should be scrapped.

The new 'unpinned' context selector can even be used for adding  
textures that are not connected to any other ID, ie. has no context.
