[Bf-python] ROT ipo key - conversion from euler angles

Hi Frank, i think they are called "Deci-radians" convert to radians and then
divide by 10 before you add the value IPO curve rot-channels.  (And multiply
by 10 to get normal radians from the IPO curves.)
