[Bf-python] Set cursor position

Ah, ok.  Now I understand that it is indeed necessary to be able to set the
3d cursor position.  Today I made a test and confirmed that we really can
get the 3d cursor out of view, in perspective mode, so it is really just a
matter of checking x,y,z min/max bounds.  I'll implement it along with the
get functions for the view quat and matrices, then talk to Ton about the
whole set.
