Hierarchy is about containment relationships. There is no containment
relationship here. This is a set of independent settings. For example, you
can choose "bounding box" maximum draw-type and still enable wireframe
display. The wireframe display is not limited by the maximum-draw-type
because there is no hierarchy here.

As for the judgement of large-vs-small, that is somewhat subjective. I
personally find forcing wireframe display *always* to be a "larger" change
than limiting the maximum draw type *sometimes* (since it only has effect
if you are rendering beyond the chosen maximum). However, in general this
panel is just an array of independent settings which affect the way objects
are displayed.
