Yes, Using Transp on a plane in Textured draw mode would probably do  
the trick, however, most of the time I would much prefer not to model  
in Texture mode, as it slows down the computer, and is harder to work  
with.  Also, another major problem with that is that when selecting  
objects, you would always click on the plane showing the reference  
pic, and not the actual object.
