Agree this would be useful, A patch to get this working probably 
wouldn't be that hard to write but the 3d drawing code is an issue of 
contention at the moment and it might not be accepted.

Also having a foreground for the "background image" seems a bit funny too.

Another way to get about it might be to enable "Transp" in textured draw 
mode. that would allow a mesh to have XRay and Transp and be used as an 
overlay.
