[Bf-docboard] Help needed setting up documentation editing capability

Hi,Not sure where to go for this info. I am stuck on this part:It's under     Docs » About this Manual » Contribute » Install » Installation on MS-Windows:
   
   -    
Install all the dependencies using Python’s pip command:
   
   pip install -r requirements.txt


   -    
If all goes well, you should see the following message when it is finished:
   
   Successfully installed Jinja2 MarkupSafe Pygments Sphinx docutils sphinx-rtd-theme Cleaning up..

How does one install using Python's pip command? and Where?
