[Bf-docboard] Vietnamese Translation Web Pages is NOT available on the documentation web site

Hi Hoang Tran,

I am not close to this project, but I do deal with the build scripts on the
servers that upload the files. So I may not be the best person to help you,
but I did notice some things that perhaps you or others in the
documentation project could answer.

According to the latest (at the time) commit to the "vi" path in the
translations SVN repo, commit revision r3252 for example, showed a change

I looked at the url (see
https://docs.blender.org/manual/vi/dev/about/contribute/install/windows.html)
that I suspect was intended, but yet when I look at the commit, I see
"../../manual/about/contribute/install/windows.rst". I am not sure exactly
why, but it seems almost like some (relative) paths are being used here
that don't exist. Perhaps this is why the page isn't being updated? I can't
say. Perhaps Aaron or others know better here.
