[Bf-docboard] Vietnamese Translation Web Pages is NOT available on the documentation web site

HI Hoang Tran,

Something seemed wrong with what I said earlier about the relative paths,
so I took a second look and it would appear that should in fact be normal.
A path of "../../manual/" was what had me thinking, but in the actual
directory for the docs in locale/vi, where I assume the build takes place
for the translations, ../../manual would in fact point to the location for
"about/contribute/install/windows.rst".

I have attached a copy of that build log in case anyone else has any ideas,
but from everything I could see, the latest commits and rsync's to the live
site were all happening as expected.
