[Bf-docboard] Request for adding Traditional Chinese locale

Hi everyone,
I am the main translator of traditional Chinese language of blender.

I found there are more and more languages engaging with the translations of
the manual recently, and I would like to commit myself to traditional
Chinese (zh.tw) translations.
