[Bf-docboard] svn path change for simplified chinese translations

Hi,

They were changed to match
https://www.w3schools.com/tags/ref_language_codes.asp
I am sorry about not telling anyone, I just did not feel like looking for
emails.
If there any negative impacts from this change then let me know.
