[Bf-docboard] Wiki development proposals - meeting report

Slow-paced, development proceeds.

Now the wiki skin and other doc-related material is available under SVN
https://svn.blender.org/svnroot/blend-doc (check the mailing list for more
infos).
Details about skin implementation will be available in SVN log.
