[Bf-cycles] Enabling hair rendering on GPU?

I understand hair rendering on the GPU may be faster than the CPU,
that's not what I'm talking about. The slowdown happens on scenes
where there is no hair, so this would significantly slow down GPU
rendering for everyone even if they are not using hair, which is not
acceptable.

Anyway we'll try to solve it for next release and I guess there could
be a build option for it, but currently we can't enable it for
official builds because of this.
