[Bf-cycles] Enabling hair rendering on GPU?

As i said. You are right to not enable it by default because of the lost 
performance, but if i want to use hair for a project, then I don't care 
that this blender build is slower then others, if it is still faster to 
render scenes with hair and slowdown on GPU as on CPU.

I would be very happy if this would be just an build option. But 
currently i couldn't figure out how to make it work at all. There are a 
lot of tiny things to change to make it work (editing header files, 
changing python scripts [make dialogs appear], etc.). So i guess i 
always missed some detail to get it working.
