Hi Zack,
Everyone is welcome to participate in Blender development and when there
is a report in a foreign language, I am happy to use a translator and
help out if possible.
Pointing people to the correct reporting platform, triaging reports,
asking for missing information and making sure developers have
everything they need to reproduce and fix it is already taking a lot of
time, adding another layer to that process (translating) isn't
practical. It's okay as an exception, but I don't think this should be
the rule.
