Hi, I am rather confused on what you goal here is.
By chance are you confusing the wiki [1] with the manual [2]?
We have not done translations on the wiki for several years now.

If by chance you do mean the manual then to start you should read over:
https://www.blender.org/manual/about/index.html

And create an account on https://developer.blender.org/

2. https://www.blender.org/manual/
