[Bf-committers] Windows platform things to do before 2.73

We're being frustrated by someone setting python environment variables
globally in the system which makes blender not to run, but now we're
proposing to add some global environment variables by ourselves. Anyone to
foresee what kind of negative effect it could cause?

Adding environment variables in shortcut also not gonna to be good because
you can not control how one creates shortcuts for the buildbot builds.
