Flickr and Wordpress have a quite efficient system to let the users to manage categories and tags (their interface uses Ajax so it is quite fast and intuitive).

Sometime ago I've found that Wordpress and Flickr let you blog via mail (and that's how I do now). I have added a section in the wiki here

We could setup a blog and send committs mails to this blog, in order to let users to manage tags/categories easily.
Maybe having such a nice interface would help committers and documenters?

Also, svn logs can be edited for a revision after it's been committed

so if someone changes commmits tags/cateogories in the svn-blog, we might edit svn logs accordingly with a script, so this tagging work will remain even if you discard the blog system in the future. What do you think?
