[Bf-docboard] Python API docs!

Hi team,

The python coders in Blender are finalizing their complete make-over  
the old chaotic code. It's all still 2.25 compatible, and extended with  
modules for Armature/Bones.

For the 2.28 release they need help checking and updating the old docs.  
If anyone here feels inspired, please join the new Python discussion
