After a quick test, I think both are able to be somehow useful.

More details: (Tests with the EPS and SVG attachements.)

Sketch:

- Can load the EPS, but not edit it. (& It looks ugly - but not after
   exporting.)

- Cannot really load the SVG - it shows nothing, and the exported output
only contains the text at approximately (but very roughly) the correct
   position.

Sodipodi:

- Does not load the EPS at all. (It does not open.)

- Cannot really load the SVG (although Sodipodi uses a (seemingly)
SVG-based format for saving) - it shows nothing, and after checking
that the print preview was empty as well, I did not dare to export it
   to anything.

So both can't edit either file, but Sodipodi is even worse. (It could
be better for creating images, I don't know yet.) As stated elsewhere,
xfig (www.xfig.org) might be an alternative to look at, but I still seek
a reply regarding their recent license change.
