here are the website section "owners"

so, since "user stories" is under "features", I guess Andrew Price is 
the one to ask?
if he's busy, maybe Francesco Siddi or Pablo Vazquez can evaluate that...

sadly I can't find a specific website email contact, but you could try 
"foundation at blender.org", they will address you properly... :)
