[Bf-webcontent] Re-activating list

Hi all,

The Blender website is getting way behind with development now...  
although I can do some work here too, I'd prefer to work with an  
enthusiast team of volunteers first to check how to handle stuff best!

As for development, we can assign "owners" to specific sections,  
people who actively maintain and update it, and who can set goals or  
targets or moderate contributions from others. Tom Musgrove is  
moderating this list, and is available for help or coordination too.

For blender.org web pages, this ownership should need to be re- 
established. But from my memory I think it's like this now:

Features & Gallery
- Features / Videos: Daniel Salazar
- Gallery: Daniel S + Jason van Gumster
- Open projects: Ton

Download
- Ton, Nathan Letwory, Thomas Dinges

Education + Help
- Tutorials: Andrew Price, Jonathan Williamson

Community:
- Get Involved: Matt Ebb
- Events/Conference: Ton
- Professionals/Artists/Educational: Tom M
- Maintenance: Bart V

Development
