You using MySQL as database ? (I think so)

If you were using PostgreSQL you could use triggers to make
a more elegant solution for static RSS building. Avoiding a 15 minutes
rebuild even if nothing has been changed.

 
But is working quite nicely though :) .

RSS feed is working fautlessly, it's great! However... Where do you see
this on blender.org, I can't find it anywhere, including using the
search box?

we've
added the publication script; the RSS feed is now published every 15
minutes. I've also added the RSS link to the template and republished
the homepage and the news section. It will appear on other pages as
well as soon as someone publishes them.

Firefox/Mozilla users will see it automatically but you're right: we   should add a link to the RSS feed on the homepage.
