Ummm, not strictly true.  I have a cheap-ass ( Ampex brand )
dvd player that seems quite happy playing PAL stuff in spite
of the differences between PAL and NTSC.

I have NOT tried burning a video cd of the Art Festival though.
That would be an interesting experiment.
