[Bf-webcontent] Updated Compiling with Cygwin Section

I routinely compile with Cygwin, and this is very well written.  I am 
amazed at how well it was explained.  It feels like a ray from Heaven 
after trying to read the GIMP Windows compilation document. 

A couple of critique comments:
Is it necessary to also download the make package or the libtool package?

Also, some comments on using ctags might be nice.  I don't think I would 
be able to do any work on Blender if it weren't for that program.  
Cygwin's version is messed up; it segfaults if you use the wrong command 
line arguments, but it's still useful.  Running ctags -R * in the 
blender/ directory seems to work.  It takes a while, but it works.  
Along with the tags plugin in jEdit, it's amazing.
