I just sent another message to Douglas; I understand that he is willing 
to explain everything to you but it may take a while. In short: new 
site requests will appear in this list (and if possible in your mailbox 
as well), you can scan them, log into typo3 (our content management 
system) and simply add a new site record. That's about it. I will 
create a Typo3 account for you in the mean time so that you can try it 
out in the 'sandbox' - an area that does not get published so that you 
can try out all the features there.
