[Bf-translations-svn] Application for access to commit simplified chinese translation of manual

Those two mailing lists are for Blender UI translation really. ;)

Can you please subscribe and mail to bf-docboard ML instead? That’s 
where manual (including its transltions) is handled, thanks.
