[Bf-translations-dev] How to submit translation to SVN?

Hi, I am Cheng-Chia Tseng, a translator comes from Taiwan.

I have some translation experience for Free Software, including GNOME
apps, KDE apps, xfce, etc.
Now, I have tried to translate Bledner into Chinese (Taiwan).

I am new to here, and not knowing very much about how to submit
translation to SVN repo.
Is there any guide or information that I can know more?
