[Bf-taskforce25] Proposal: .B.blend -> startup.blend

-1 to making it visible in your home dir (this would be an even worse
mess then now, and worse for new users "my settings all went away! oh
yeah, I deleted that weird file, didn't think I needed it...", but +1 to
sticking it .blender/ or better .config/blender/ 
this is a bit of a bikeshed though.
