[Bf-taskforce25] Proposal: .B.blend -> startup.blend

on linux .B.blend is in the home dir. Id prefer it be in the .blender/
dir so as not to dump more crap in my home dir then needed.

from...
/home/me/.B.blend
to...
/home/me/.blender/startup.blend

same goes for /home/me/.Blog
