That would be shit when using the API (either internally or from Python). You'd have to set the toolsettings, call the operator, then restore to what it previously was (unless you want to piss off users).

The solution is to have additional settings partly hidden unless it's turned on. So proportional falloff only appears when PET is on, same for constraints and snapping. Only three settings (two bools and an enum) visible when they are off.
