[Bf-taskforce25] New tools mockups

I was using 2.50 version here with some layout configurations:
-Vertical Window buttons on right side;
- vertical Outliner left side;
- 3D view at center.
Really good for widescreen monitor.
<N> key opens now a vertical panel with all the little old panels. And plus
that new tools panel it looks like the 3d View is shrinking too much, imho.
So what I propose is to have a vertical icon tools bar at left, and an
horizontal options tools at the top. Most of graphic editing software use
that configuration and it is an non overllaping option. And with that we
could have tools separed from data tools. Or an otpion to set own tool bars,
maybe. It could be not a 3d view bar, but a global bar also. What do you
think about that ?
