Now I'm not sure which reverted my commits - merge by Maurice or revert by Campbell.
Anyway - my small changes of io_export_after_effects.py fixed a bug reported by one user.
The question is:
Should I re-commit?

Better calculation of framerate
Frames per second now take fps_base into account.
This ensures to have framerates like 29.97 or 23.976 properly
interpreted in After Effects.
