[Bf-python] vse addons - request contrib status

Hi

Turi and i have been merging our vse addons and want to ask for contrib
access for development.

is a collection of tools to facilitate video editing tasks. I know vse is
far from perfect but i managed some workshops teaching vse to video editors
and the posibilities are just amazing. I mean simple but precise video
editting, not about plugins and so... I am also currently working with open
source cameras and blender is a great framework for this. We made this
operators thinking they must be inside blender by default, and maybe some
of them can be hardcoded.

I will maintain the scripts and have planned some new options to add.
I also want to use this addons pack to merge other utilities from people
who dont release it as addons, or to give an example on how vse scripts
work.
