However it may be as I understand this the file must always begin by  
the original
author's copyright  followed by these notices and Migius can't "use" the 
heart of the
Hotkeys script like you believe. If he does a translation, the GPL 
header is also the
copyright of the original author with, after, a notice for the 
transtlater. Not the opposite.
