[Bf-python] License for scripts

I checked with Ton and their isn't an official policy for what license
bundled scripts should be under, he is leaving the decision up to us,
but stated 'For clarity it would fit best if it was all GPL though...'

So our options for script licensing are

GPL only
GPL and GPL compatible (BSD, MIT, and some others)
The above plus the Blender Artistic License (which is not GPL compatible)
Or an even wider group of licenses

Personally I'd prefer either GPL only or GPL and GPL compatible - this
ensures that all bundled scripts can use each others code without
license compatibility issues, it also ensures that if a coder wants to
'port' the script to Blenders C code base that there are no license
compatibility issues (since the port would potentially constititute a
'derivative work')
