I believe there is code that is opensource for skinning a point cloud

Here is a reference for a nurbs curve skinning and texturing of a
pointcloud released under the GPL.  Also search for delauchy
triangulation

If you have the time/talent for integration with Blender that would be
a fairly valuable addition to current capabilities.

There are probably other implementations as well likely for medical
imaging or for topology research.
