[Bf-python] Blender.Draw.Scrollbar does not work

I saw this some weeks ago while adding the doc_browse.py script (added a 
tooltip to its scrollbar because of this), from what I remember the 
issue is not in bpython, it is in Blender itself -- the scrollbar 
handling code just returns, the actual code was removed.  By that time I 
was too busy, so just added a tip to the script.  Better mention this to 
Ton, he may know what happened.
