[Bf-python] Blender.Draw.Scrollbar does not work

I talked to Michael on irc, and he's writing up a detailed bug report on
how Blender.Draw.Scrollbar doesn't work. I'd appreciate this getting
fixed soonish, any volunteers to look into it?
