Not sure how this helps really, if there is already an option in the
toolbar, showing in the header seems redundant.

If a tools behavior varies so much that it does something you often
don't want it to do (and users need some extra notification of this -
in the header for eg...), This is a strong hint that we should just
have 2 separate tools.
