A few more thoughts:

(i) You can direct questions that you have about current tools and how to
use them to the Blender Stack Exchange Beta site.
http://blender.stackexchange.com

This way you can find out if something is already available and keep
yourself current on how to use the tools effectively.

(ii) Now as a precedent-> The next link has a list of bug fixes and
patches made by the Blend4web team.
https://developer.blender.org/search/query/vudNATDz_e4c/#R

They have been attempting to fix issues they've encountered as well as
adding functionality to Blender which benefits the workflow and tools they
have been developing.

I feel that if a person would like to help shape Blender's future
development then a good place to start would be to help on the bug
tracker.

You'd be sharing the workload for chores that need to be done and also
giving BF core-devs a chance to get to know you and see the quality of your
work.
