[Bf-gamedev] Game loop control

I have done some work to enable this with a rather large game loop control
patch. It allows the user to control how the game engine is handled and
updated, and it would enable you to pass in your own time scalars. However
it doesn't extend to the blender player (which will not function because of
it). I will eventually fix the blender player but I think first they should
share the same code base.
