Sure. In an fps you the mouse moves the camera instantly - if the mouse 
movement is too fast for the computer to process, you get an fps drop, 
not the view turning slower. If there is a maximum speed for view 
change, it's very subtle - Hawken is an example. In your implementation 
the motion of the camera is also very smoothed out - this also 
contributes to the awkwardness - you get a feeling that you are swimming 
in jelly.
