[Bf-funboard] Loading Screen for Blender

This doesn't exactly benefit the end user, it's more of a ui enhancement
than anything. Assuming you have a fairly capable laptop, think of those
with less capable machines. The whole idea is to provide some immediate
visual feedback from when one clicks the launch icon to when Blender
starts. I just noticed today after doing some audio work that Audacity has
something like this as well, and Audacity loads way faster than Blender.
