[Bf-funboard] Workplane?

Hi.  Modo has this feature where instead of having a 3D cursor, it has a 
3D "work plane."  This plane is used to orient new 3d objects.

For example, when you create a cone in Modo it sits on top of the work 
plane.  As far as I can tell, Blender does much the same, except that 
its "work plane" is the 3D view plane translated to the 3D cursor.  I 
think the this would be a very useful feature.
