[Bf-education] Certification & Diplomas

Hi all,

My idea:
- A Center is given option to certify itself as an official entity if it
has 2 or more certified trainers (or one, don't know).
- In order for the Center to get certified it needs to head over to the
Blender website and enter their two trainers ids and submit a form.
- This form will be sent to the Blender Foundation and will automatically
send an e-mail back to the Center with some rules that must be met in
order to be able to issue certificates.
- The Center will then formulate their courses and material and would send
some demo version of it for validation to the Blender Foundation.
- Upon approval the Blender Foundation would issue a number to the Center
and put it on their database.
- The Blender Foundation would reserve the right to inspect any Center at
any given time and cease their approval at any time.

The thing we must ensure is that it isn't too hard to setup, since the
Foundation already has a lot of work.
